The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, most likely provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes grim resignation: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and utility failures in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a reliance that regional partners are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration works based on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does little to discourage Russia, through statements or actions, from believing that the status quo will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its benefit.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
